State Children’s Health Insurance Program (SCHIP).
On February 4th 2009, President Barack Obama signed bill H.R. 2, which expands health insurance to 4 million children who were previously uninsured. Bill H.R. 2 expands off the current health program SCHIP (State Children’s Health Insurance Program), which is a government program that provides states with funds to insure low-income families with children. In the video Obama explains that by expanding SCHIP the United States is fulfilling its responsibility to American children. Obama also shared the personal story of Gregory Seacrest. Seacrest was laid off of his job because of the struggling economy, and he was faced with the fear of his children losing their health insurance.
Audience and Agenda:
MSNBC is visited by an audience of 3.2 million Americans. The majority of people who visit the site are 50 years of age and older. Interested Americans access this site as a means for finding news, and -in this case- the video of Barack Obama is intended for an audience that is interested in health care reform in America. The vast majority of site-visitors do not have children, so they may take less of an interest in this story because it is a bill passed for uninsured children.
Usefulness:
Bill H.R. 2 is the first step of health care reform taken in the Obama administration. The first thing Obama said in his speech before signing the bill was: “this is good.” Obama goes on to say that the extended coverage to 4.1 uninsured children is a “down-payment” on his promise for major health care reform.
